Unchangeable
God is unchangeable in CHARACTER - though how he treats men may change depending upon how they respond to His will.
Note, that the scriptures indicate that God does 'repent' - change His mind towards men and thus resulting in a change of His actions towards men - but that is never an indication that His CHARACTER has changed.
